Sec. 1802. Establishment of Office of Cyber Engagement of the Department of Veterans Affairs

Chapter 3 of title 38, United States Code, is amended by adding at the end the following new section: There is established in the Department an office to be known as the Office of Cyber Engagement (in this section referred to as the Office ). The head of the Office shall be known as the Director of Cyber Engagement (in this section referred to as the Director ). The Director shall be responsible for the functions of the Office and appointed by the Secretary in the Senior Executive Service.
The Director shall report to the Deputy Secretary or Secretary. The functions of the Office are the following: To address cyber risks (including identity theft) to veterans, their families, caregivers, and survivors. To develop, promote, and disseminate information and best practices regarding such cyber risks. To coordinate with the Cybersecurity and Infrastructure Agency of the Department of Homeland Security and other Federal agencies. Other functions determined by the Secretary.
The Secretary shall ensure that appropriate personnel, funding, and other resources are provided to the Office to carry out its responsibilities. The Secretary shall include in each annual Performance and Accountability report submitted by the Secretary to Congress a description of the activities of the Office during the fiscal year covered by such report. . The table of sections at the beginning of such chapter is amended by adding the following: 324. Office of Cyber Engagement. .
The Secretary of Veterans Affairs shall establish the Office of Cyber Engagement under section 324 of such title, as added by subsection (a), not later than 90 days after the date of the enactment of this Act. Not later than 180 days after the date of the enactment of this Act and thrice semiannually thereafter, the Secretary of Veterans Affairs shall submit to the Committees on Veterans’ Affairs of the Senate and House of Representatives a report regarding the progress of the Office of Cyber Engagement established under section 324 of such title, as added by subsection (a).
Each report shall include the following: The number of individuals assisted by the Office of Cyber Engagement. The results of any assessments conducted by the Office. Progress in convening the working group described in subsection (c)(3) of such section. Other matters the Secretary determines appropriate.
