Sec. 1783. Department of defense mechanism for provision of dissenting views

The Secretary of Defense shall establish a mechanism through which members of the Armed Forces and civilian employees of the Department of Defense may privately provide dissenting views regarding the Department of Defense and United States national security policy without fear of retribution. Not later than 180 days after the date of the enactment of this Act, the Secretary shall provide to the congressional defense committees a briefing on the status of the mechanism required by subsection (a).
Nothing in this section shall be construed to alleviate the duty of any individual to follow the military chain of command or to follow the policies of the Department of Defense and Federal Government.
