The Secretary of Defense shall include, in the materials submitted in support of the budget of the President (submitted to Congress pursuant to section 1105 of title 31, United States Code) for fiscal year 2022— a description of each program funded in fiscal year 2021 using amounts authorized to be appropriated for overseas contingency operations under this title; the manner and extent to which the Secretary plans to shift the funding of each such program in the ensuing fiscal years to use amounts authorized to be appropriated other than for overseas contingency operations being carried out by the Armed Forces, disaggregated by fiscal year; and a plan to return all overseas contingency operations funding to the base budget, as appropriate, in accordance with the future-years defense plan set forth in the budget of the President for fiscal year 2021.
