It is the sense of Congress that— the prosperity and security of the Caribbean region is a matter of significant importance for the United States, and promotion of such should be a component of United States policy; the United States and the Caribbean region, due to both geographic proximity and close societal ties, are bound together by a variety of shared interests, including with respect to— enhancing mutual resiliency and preparedness for natural disasters; coordinating humanitarian responses to such disasters; advancing trade, investment, academic exchange, and other cooperative efforts between the United States and the Caribbean region; enhancing Caribbean states’ security and safeguarding territorial sovereignty, including from risks related to predatory financing; strengthening the rule of law, supporting civil society, and upholding human rights; addressing other mutual challenges, including hemispheric efforts to combat the coronavirus pandemic; and countering drug trafficking; in furtherance of these and other shared interests, the United States should strengthen its engagement with the Caribbean region; and the Department of State’s and the Department of Defense’s facilitation of such engagement is essential, given the role of the various agencies of the United States government in coordinating humanitarian responses and United States national security.
