Chapter 963 of title 10, United States Code, is amended by inserting before section 9532 the following new section: The Secretary of the Air Force shall be responsible for the procurement of commercial satellite communications services for the Department of Defense. . The table of sections at the beginning of chapter 963 of such title is amended by inserting before the item relating to section 9532 the following new item: 9531.
