Sec. 802. Assessment of national security innovation base

Not later than 540 days after the date of the enactment of this Act, the Deputy Secretary of Defense shall submit to the Secretary of Defense an assessment of the economic forces and structures shaping the capacity of the national security innovation base and policy recommendations pertaining to the outcome of such assessment. The assessment required under subsection
(a)shall review the following matters as they pertain to the innovative and manufacturing capacity of the national security innovation base: Competition and antitrust policy. Immigration policy, including the policies germane to the attraction and retention of skilled immigrants. Graduate education funding and policy. Demand stabilization and social safety net policies. The structure and incentives of financial markets and businesses’ access to credit. Trade policy, including export control policy. The tax code and its effect on investment, including the Federal research and development tax credit. Deregulation in critical economic sectors, land use, environment review, and construction and manufacturing activities. National economic and manufacturing infrastructure. Intellectual property reform. Federally funded investments in the economy, including research and development and advanced manufacturing. Federally funded procurement of goods and services. Federally funded investments to expand domestic manufacturing capabilities. In conducting the assessment required under subsection (a), the Deputy Secretary shall engage through appropriate mechanisms with the Defense Science Board, the Defense Innovation Board, the Defense Business Board, academic experts, commercial industry, and federally funded research and development centers. Not later than 30 days after receiving the assessment and recommendations under subsection (a), the Secretary of Defense shall submit the assessment, together with recommendations and any additional views of the Secretary, to the President, the Office of Management and Budget, the National Security Council, the National Economic Council, and the congressional defense committees.
