As recommended on page 149 of the Report of the Committee on Armed Services of the Senate to Accompany S. 1519 (115th Congress) (Senate Report 115–125), the Secretary of Defense shall develop and implement training on Federal statutes, Department of Defense instructions, and the regulations of each Armed Force regarding religious liberty and accommodation for members of the Armed Forces, including the responsibility of commanders to maintain good order and discipline. The Secretary develop and implement the training required by subsection
(a)in consultation with the following: The General Counsel of the Department of Defense. The Judge Advocate General of the Army, the Judge Advocate General of the Navy, and the Judge Advocate General of the Air Force. The Chief of Chaplains of the Army, the Chief of Chaplains of the Navy, and the Chief of Chaplains of the Air Force. The content of the training shall be consistent with and include coverage of each of the following: The Religious Freedom Restoration Act of 1993 ( 42 U.S.C. 2000bb et seq.). Section 533 of the National Defense Authorization Act for Fiscal Year 2013 (10 U.S.C. prec. 1030 note). Section 528 of the National Defense Authorization Act for Fiscal Year 2016 ( Public Law 114–92 ; 129 Stat. 814). The recipients of training developed under subsection
(a)shall include the following at all levels of command: Commanders Chaplains. Judge advocates. Such other members of the Armed Forces as the Secretary considers appropriate. The provision of training developed under subsection
(a)shall commence not later than one year after the date of the enactment of this Act.
