Section 41712 of title 49, United States Code, is amended by adding at the end the following: It shall be an unfair or deceptive practice under subsection

In this subsection, the term covered flight means a flight of an air carrier or foreign air carrier departing from, or arriving at, an airport located in an area with respect to which— a major disaster or emergency declared by the President under the Robert T.
