Notwithstanding any other provision of law, the United States Postal Service— shall prioritize delivery of postal products for medical purposes during the emergency, declared by the President under section 501 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act ( 42 U.S.C. 5191 ) on March 13, 2020, based on the outbreak of COVID–19; may establish temporary delivery points, in such form and manner as the Postal Service determines necessary, to protect employees of the Postal Service and individuals receiving deliveries from the Postal Service; and may institute flexible delivery, in such form and manner as the Postal Service determines necessary, in the event operations or employees of the Postal Service are impacted by the COVID–19 outbreak described in paragraph (1).
