Section 3210(a)(6)(D) of title 39, United States Code, is amended by striking the period at the end of the first sentence and inserting the following: , and in the case of the Commission, to waive this paragraph in the case of mailings sent in response to or to address threats to life safety. . The amendments made by this subsection shall apply with respect to mailings sent on or after the date of the enactment of this Act.
