The Secretary, in coordination with the Secretary of the Department of Agriculture, shall conduct outreach on sustainable offshore aquaculture to promote understanding, science-based decision making, and commercial adoption. The Secretary, and Secretary of Agriculture, shall use appropriate means to engage— the general public; community leaders; governmental officials; the business community; the academic community; and the nonprofit sector.
