This Act takes effect on the date of enactment of this Act. If a public health emergency was declared before and remains in effect on the date of enactment of this Act, for purposes of this Act (and in particular section 3(c) of this Act) the public health emergency shall be considered to have been declared on the date of enactment of this Act.
