Section 602 of the Civil Rights Act of 1964 ( 42 U.S.C. 2000d–1 ) is amended— by inserting
(a)before Each Federal department and agency which is empowered ; and by adding at the end the following: Any person aggrieved by the failure to comply with this title, including any regulation promulgated pursuant to this title, may file suit in any district court of the United States having jurisdiction of the parties, without respect to the amount in controversy and without regard to the citizenship of the parties. . This section, including the amendments made by this section, takes effect on the date of enactment of this Act. This section, including the amendments made by this section, applies to all actions or proceedings pending on or after the date of enactment of this Act.
