Not later than 1 year after the date of enactment of this Act, the Administrator of the Environmental Protection Agency (referred to in this Act as the Administrator ) shall submit to Congress a report describing how funds appropriated to the Administrator during the 5 most recent fiscal years have been used to carry out section 103 of the Clean Air Act ( 42 U.S.C. 7403 ), including a description of— the amount of funds used to carry out specific provisions of that section; and the practices used by the Administrator to differentiate funding used to carry out that section, as compared to funding used to carry out other provisions of law.
