In carrying out paragraph (1), the Secretary shall provide for, at a minimum, a rare isotope beam facility capable of 400 kW of beam power. The Secretary shall, to the maximum extent practicable, ensure that the start of full operations of the facility under this subsection occurs before June 30, 2022.
Out of funds authorized to be appropriated under section 209 of the Securing American Leadership in Science and Technology Act of 2020 for Nuclear Physics, there shall be made available to the Secretary to carry out activities, including construction of the facility, under this subsection— $64,000,000 for fiscal year 2020; $36,300,000 for fiscal year 2021; $24,000,000 for fiscal year 2022; $15,000,000 for fiscal year 2023; and $15,000,000 for fiscal year 2024. The Secretary shall provide for an Electron Ion Collider as described in the 2015 Nuclear Science Advisory Committee’s Long Range Plan and endorsed by the report from the National Academies of Science, Engineering, and Medicine report titled An Assessment of U.S.-Based Electron-Ion Collider Science , in order to measure the internal structure of the proton and the nucleus and answer fundamental questions about the nature of visible matter.
The Secretary shall ensure that the facility meets the requirements in the 2015 Long Range Plan, including— at least 70 percent polarized beams of electrons and light ions; ion beams from deuterium to the heaviest nuclei; variable center of mass energy from 20 to 140 GeV; high luminosity of 1033–1034 cm–2s–1; and the possibility of more than one interaction region.
