The Administrator may promulgate such regulations as are necessary to carry out the functions of the Administrator under this Act. The Administrator may delegate to any officer or employee of the Environmental Protection Agency such of the powers and duties of the Administrator under this Act as the Administrator determines to be appropriate. In exercising any requirement or authority in this Act to act by regulation or to promulgate regulations, the Administrator shall comply with the requirements of section 307(d) of the Clean Air Act ( 42 U.S.C. 7607(d) ).
