Title XIII of the Energy Independence and Security Act of 2007 ( 42 U.S.C. 17381 et. seq.), as amended, is amended by adding at the end the following: Not later than 180 days after the enactment of the Grid Modernization Research and Development Act of 2019, the Secretary shall establish an advisory committee (to be known as the Industry Alliance ) to advise the Secretary on the authorization of research, development, and demonstration projects under sections 1304 and 1304a. The Industry Alliance shall be composed of members selected by the Secretary that, as a group, are broadly representative of United States electric grid research, development, infrastructure, operations, and manufacturing expertise.
The Secretary shall annually solicit from the Industry Alliance— comments to identify grid modernization technology needs; an assessment of the progress of the research activities on grid modernization; and assistance in annually updating grid modernization technology roadmaps. .
