There is authorized to be appropriated $500,000,000 for each of fiscal years 2021 through 2025 to carry out sections 4 and 5. There is authorized to be appropriated $500,000,000 for fiscal year 2021 through 2025, and each fiscal year thereafter, to carry out section 3.
