Section 103 ( 25 U.S.C. 4113 ) is amended by adding at the end the following new subsection: The Secretary shall approve a request to exceed the total development cost maximum cost for a project to the extent that such exception is necessary to provide energy efficiency upgrades for the project and the cost of such upgrades does not exceed the average cost of such upgrades in the area in which the project is located. .
