The Secretary shall establish an urban agriculture conservation easement program for the conservation of eligible land, improved community food security, and improved access to cropland for beginning farmers or ranchers, socially disadvantaged farmers or ranchers, and majority-controlled producer-based business ventures through easements or other interests in land. The purposes of the program are to— protect the agricultural use and future viability, and related conservation values, of eligible land by limiting nonagricultural uses of that land; to improve or provide affordable long-term access to land for agricultural and related uses in urban communities; and to improve community food security.
