No later than 18 months after the enactment of this law, the Secretary of the Interior shall submit to the Committee on Natural Resources of the House of Representatives and the Committees on Energy and Natural Resources of the Senate a report that describes the status of the pilot; and describes obstacles, if any, to implementing the pilot.
