In this Act, the following definitions shall apply: The term Capital means the area serving as the seat of the Government of the United States, as described in section 112. The term Council means the Council of the District of Columbia. The term Mayor means the Mayor of the District of Columbia. Except as otherwise provided, the term State means the State of Washington, Douglass Commonwealth. The term State Constitution means the proposed Constitution of the State of Washington, D.C., as approved by the Council on October 18, 2016, pursuant to the Constitution and Boundaries for the State of Washington, D.C.
