In this Act— the term voting system has the meaning given such term in section 301(b) of the Help America Vote Act of 2002 ( 52 U.S.C. 21081(b) ), as amended by section 6; and the term State means each of the several States, the District of Columbia, the Commonwealth of Puerto Rico, Guam, American Samoa, the United States Virgin Islands, and the Commonwealth of the Northern Mariana Islands.
