To the extent consistent with section 501(c)(3) of the Internal Revenue Code of 1986, the Foundation shall have a Council of Directors (in this title referred to as the Council , which shall be comprised of— the Director of United States Citizenship and Immigration Services; the Director of the National Office of New Americans; and 10 directors, appointed by the ex-officio directors designated in paragraphs
(1)and (2), from national private and public nonprofit organizations that promote and assist permanent residents with naturalization. The Council shall appoint an Executive Director, who shall oversee the day-to-day operations of the Foundation.
