No State or political subdivision of a State may prohibit or require any particular blend, concentration, or percentage of ethanol in any automotive fuel. This section does not restrict the authority of a State or political subdivision of a State to continue to enforce any such prohibition or requirement in effect prior to the date of enactment of this Act.
