Part B of title VIII of the Higher Education Act of 1965 ( 20 U.S.C. 1161b ) is amended to read as follows: The Secretary shall award grants under this section to institutions of higher education (as defined in section 101) to provide scholarships to eligible students for the purpose of enabling such students to enter into the STEAM workforce and increasing the number of underrepresented students in STEAM fields. A student is eligible for a scholarship under this section if the student— meets the requirements of section 484(a); is an at least half-time student who has completed at least the first year of undergraduate study; is enrolled in a program of undergraduate instruction leading to a bachelor’s degree at the institution with a major in a STEAM field; and has obtained a cumulative grade point average of at least a 3.0 (or the equivalent as determined under regulations prescribed by the Secretary) at the end of the most recently completed term.
The Secretary shall set a priority for awarding scholarships under this section for students agreeing to work after graduation in a STEAM field. The Secretary shall ensure that not fewer than 50 percent of the scholarships awarded under this section are awarded to eligible students who attend historically Black colleges and universities and other minority-serving institutions, including Hispanic-serving institutions, Asian American and Native American Pacific Islander-serving institutions, American Indian Tribally controlled colleges and universities, Alaska Native and Native Hawaiian-serving institutions, Predominantly Black Institutions, and Native American-serving, Nontribal institutions.
Scholarship amounts awarded under this section shall not exceed— $10,000 per student for an academic year; and $40,000 per student in the aggregate. In order to receive a grant under this section, an institution of higher education shall provide matching funds for the scholarships awarded under this section in an amount equal to 25 percent of the Federal funds received. An institution that desires a grant under this section shall submit an application to the Secretary at such time, in such manner, and containing such information as the Secretary may require.
Each application shall include a description of how the institution will meet the matching requirement of subsection (b). Not later than 2 years after the date on which the first scholarship is awarded under this section, and each academic year thereafter, the Secretary shall submit to the Congress a report containing— a description and analysis of the demographic information of students who receive scholarships under this section, including information with respect to such students regarding— race; ethnicity; gender; and eligibility to receive a Pell Grant; the total number of underrepresented students in STEAM fields who obtain a degree with scholarship funds each year; and an analysis of the effects of the program on the goals of increasing the number of underrepresented students in STEAM fields and the number of such students who enter into the STEAM workforce.
There are authorized to be appropriated to carry out this section $5,000,000 for fiscal year 2021 and each of the five succeeding fiscal years. For purposes of this section: The term minority-serving institution means an institution eligible to receive assistance under title III or V. The term STEAM means science, technology, engineering, arts, and mathematics. The term underrepresented student in STEAM fields means a student who is a member of a minority group for which the number of individuals in such group who annually receive bachelor’s degrees in the STEAM fields per 10,000 individuals in such group is substantially less than the number of white, non-Hispanic individuals who annually receive bachelor’s degrees in the STEAM fields per 10,000 such individuals. .
