Section 413C(a) of the Higher Education Act of 1965 ( 20 U.S.C. 1070b–2 ) is amended— in paragraph (2)— by striking agrees inserting except as provided in paragraph (4), agrees ; and by striking and at the end; in paragraph (3)(D), by striking the period and inserting ; and ; and by adding at the end the following: agrees that the Federal share of an award under this subpart to an institution eligible for assistance under title III or title V shall equal 100 percent of such award. .
