Sec. 2525. Mitigating regulatory and market barriers

In carrying out the program established under section 2522(a), the Secretary shall research, develop, test, and evaluate, in accordance with section 2522(b), ways to reduce regulatory and market barriers to the widespread adoption of wind power, including— grid transmission and integration challenges; and siting and permitting issues associated with the potential impacts of wind power systems on wildlife, radar systems (including for air traffic control, air defense, and weather detection), local communities, military operations, and airspace.
In carrying out the activities described in subsection (a), the Secretary shall support the research, development, demonstration, and commercial application of wildlife impact mitigation technologies or strategies to avoid, minimize, and offset the potential impacts of wind energy facilities on— bald and golden eagles; bat species; marine wildlife; and other sensitive species and habitats. In carrying out the activities described in subsection (a), the Secretary shall support education and outreach activities, with a focus on low-income and disadvantaged communities, to disseminate information and promote public understanding of wind technologies and the wind energy workforce, including through the Collegiate Wind Competition.
In carrying out the program established under section 2522(a), the Secretary shall also conduct, for purposes of supporting technical, non-hardware, and information based advances in wind energy systems' development and operation, including activities expanding access to wind energy for low-income individuals and disadvantaged individuals and communities— technical assistance and analysis activities with eligible entities; and workforce development and training activities, including— activities that support the dissemination of standards and best practices for enabling wind power production; and through the use of proven techniques to expand the number of individuals from underrepresented groups pursuing and attaining skills relevant to wind energy.
