In addition to amounts provided by section 101, amounts are provided to the Office of Personnel Management for Salaries and Expenses at a rate for operations of $48,000,000, for an additional amount for administrative expenses: Provided, That of such amounts, $29,760,000 shall be transferred from the appropriate trust funds of the Office without regard to any other provision of law: Provided further , That such amounts may be apportioned up to the rate for operations necessary to maintain agency operations.
