In this Act, the term low-income , used with respect to a household, means a household that is eligible for a payment under the Low-Income Home Energy Assistance Act of 1981 ( 42 U.S.C. 8621 et seq.), in accordance with— section 2605(b)(2) of such Act ( 42 U.S.C. 8624(b) ); and State eligibility guidelines (consistent with such Act) for that payment.
