Notwithstanding any other provision of law, no Federal funds may be used for the construction of physical barriers along the southern land border of the United States during fiscal year 2020. Subsection
(a)shall not apply to amounts made available for such purpose by Public Law 116–6 , Public Law 115–141 , or Public Law 115–31 .
