Beginning on the date that is 90 days after the date of the enactment of this Act, no Federal funds may be made available by the Department of Homeland Security to make payments under an indefinite delivery-indefinite quantity task order contract or delivery order contract or under an inter-governmental agreement or service agreement for the procurement of detention services unless, to the extent allowed under such contract or agreement, the Secretary— modifies such contract or agreement to provide a fixed termination date; and removes any option or other provision permitting the Federal Government to renew or extend such contract or agreement.
