In this Act: The term appropriate agency head means— the Secretary of Agriculture, acting through the Chief of the Forest Service, with respect to National Forest System land; and the Secretary of the Interior, acting through the Director of the National Park Service, with respect to National Park System land. The term appropriate committees of Congress means— the Committee on Energy and Commerce of the House of Representatives; the Committee on Natural Resources of the House of Representatives; the Committee on Appropriations of the House of Representatives; the Committee on Energy and Natural Resources of the Senate; and the Committee on Appropriations of the Senate.
The term covered land means— National Forest System land; National Park System land; and any land owned by a unit of local government or Indian Tribe (as defined in section 4 of the Indian Self-Determination and Education Assistance Act ( 25 U.S.C. 5304 ))— that is located not more than 25 miles from land described in subparagraph
(A)or (B); and with respect to which the Secretary or an appropriate agency head has entered into an agreement with the owner of the land for the installation of zero-emissions vehicle infrastructure on the land, after making a determination that the infrastructure to be installed under the agreement is related to providing zero-emissions vehicles with access to land described in subparagraph
(A)or (B). The term Secretary means the Secretary of Energy, acting through the Assistant Secretary for Energy Efficiency and Renewable Energy. The term zero-emissions vehicle infrastructure means infrastructure used to charge or fuel a zero-emissions vehicle. The term zero-emissions vehicle means— a zero-emission vehicle (as defined in section 88.102–94 of title 40, Code of Federal Regulations (or successor regulations)); or a vehicle that produces zero exhaust emissions of any criteria pollutant (or precursor pollutant) or greenhouse gas under any possible operational modes or conditions.
