In carrying out the program established under section 2(a), the Secretary shall conduct research, development, testing, and evaluation activities, in accordance with section 2(b), to support innovative technologies that are not represented in a significant way in— the portfolio of wind energy research activities carried out by the Department of Energy as of the date of the enactment of this Act; or technology roadmaps used by the Department of Energy as of such date of enactment.
