Section 2302 of title 5, United States Code, is amended— in subsection (b)(8)(B), by inserting Congress (including any committee of Congress), before the Special Counsel ; and in subsection (c)(2)(C)(iii)(III), by inserting after Congress the following: (including any committee of Congress) .
