Title V of the National Security Act of 1947 ( 50 U.S.C. 3091 et seq.) is amended by adding at the end the following new section: Upon the request of an appropriate congressional committee, the Director of National Intelligence shall provide to the committee a briefing on the unfunded priorities of an element of the intelligence community. In this section: The term appropriate congressional committees means— the congressional intelligence committees; and the Committees on Appropriations of the House of Representatives and the Senate.
The term unfunded priority , in the case of a fiscal year, means a program, activity, or other initiative of an element of the intelligence community that— was submitted by the head of the element to the Director of National Intelligence in the budget proposal for the element for that fiscal year, but was not included by the Director in the consolidated budget proposal submitted to the President for that fiscal year; or was submitted by the Director in the consolidated budget proposal submitted to the President for that fiscal year, but was not included in the budget of the President submitted to Congress for that fiscal year pursuant to section 1105 of title 31, United States Code. .
The table of sections in the first section of such Act is amended by inserting after the item relating to section 511 the following new item: Sec. 512. Unfunded priorities of the intelligence community. .
