This Act may be cited as the or the Beneficiary Education Tools, Telehealth, and Extenders Reauthorization Act of 2019 . BETTER Act of 2019 The table of contents for this Act is as follows: Sec. 1. Transitional coverage and retroactive Medicare part D coverage for certain low-income beneficiaries. Title II—Rural and Quality Improvements Sec. 201. Medicare GME treatment of hospitals establishing new medical residency training programs after hosting medical resident rotators for short durations.
