Sec. 416. Plans for demonstration programs

The Commandant of the Coast Guard shall develop plans for demonstration programs that will assess the feasibility of using unmanned aircraft systems for surveillance of marine protected areas, the transit zone, and the Arctic to— gather regular maritime domain awareness of such areas; ensure sufficient response to illegal activities in marine protected areas, the transit zone, and the Arctic; and collaborate with local, State, and Tribal authorities and international partners for surveillance permissions over their waters. The plans required under subsection
(a)shall include— discussion of the feasibility, safety, and cost effectiveness of using unmanned aerial vehicles for the purposes of enhancing maritime domain awareness in marine protected areas; coordination and communication plans to facilitate coordination with other relevant Federal, State, Tribal, and local agencies, and international partners; consideration of the potential impacts of such a demonstration program on the Coast Guard’s existing unmanned vehicle programs; an overview of areas that could be surveilled under such program; a timeline and technical milestones for the implementation of such a program; resource requirements to implement and sustain such a program; and the operational benefits of such a program. Not later than one year after the date of the enactment of this Act, the Commandant shall brief the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate on the plans required under subsection (a). In this section: The term Arctic has the meaning given that term in section 112 of the Arctic Research and Policy Act of 1984 ( 15 U.S.C. 4111 ). The term marine protected area means any discrete area of the marine environment under a Federal statute. The term transit zone has the meaning given that term in section 1092(a)(8) of the National Defense Authorization Act for Fiscal Year 2017 ( 6 U.S.C. 223(a)(8) ). The term unmanned aircraft system has the meaning given that term in section 331 of the FAA Modernization and Reform Act of 2012 ( 49 U.S.C. 40101 note).
