Section 4305 of title 46, United States Code, is amended— by striking the heading and inserting the following: ; by inserting
(a)before Exemptions.— If the Secretary ; by adding at the end the following: The Secretary may accept a substitution for associated equipment performance or other safety standards for a recreational vessel if the substitution provides an equivalent level of safety. .
