Subsection
(c)of section 610 of the Foreign Service Act of 1980 ( 22 U.S.C. 4010 ) is amended— in paragraph (1), in the matter preceding subparagraph (A), by striking suspend and inserting indefinitely suspend without duties ; by redesignating paragraph
(5)as paragraph (7); by inserting after paragraph
(4)the following new paragraphs: Any member of the Service suspended from duties under this subsection may be suspended without pay only after a final written decision is provided to such member under paragraph (2). If no final written decision under paragraph
(2)has been provided within 1 calendar year of the date the suspension at issue was proposed, not later than 30 days thereafter the Secretary of State shall report to the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate in writing regarding the specific reasons for such delay. ; and in paragraph (7), as so redesignated— by striking ;
(7)In this subsection: in subparagraph (A), by striking and inserting the following:

(B)(relating to the definition of suspend and suspension ); and by redesignating clauses
(i)and
(ii)as subparagraphs
