It is the sense of Congress that— career Department employees provide invaluable service to the United States as nonpartisan professionals who contribute subject matter expertise and professional skills to the successful development and execution of United States foreign policy; and re-employment of skilled former members of the Foreign and civil service who have voluntarily separated from the Foreign or civil service due to family reasons or to obtain professional skills outside government is of benefit to the Department. Subsection
(b)of section 308 of the Foreign Service Act of 1980 ( 22 U.S.C. 3948 ) is amended by adding at the end the following new sentence: Former career tenured members of the Service seeking reappointment, if separated for other than cause for up to 3 years prior to the date of the enactment of this sentence, shall be eligible to participate in the regular assignment bidding process without restriction and shall not be required to accept a directed first assignment upon reappointment. . Title 5, United States Code, is amended by inserting after chapter 102 the following new chapter: To ensure that individuals who have separated from the Department of State or the United States Agency for International Development and who are eligible for reappointment are aware of such opportunities, the Department of State and the United States Agency for International Development shall publicize notice of all employment opportunities, including positions for which the relevant agency is accepting applications from individuals within the agency’s workforce under merit promotion procedures, on publicly accessible sites, including www.usajobs.gov. If using merit promotion procedures, the notice shall expressly state that former employees eligible for reinstatement may apply. . The table of sections for subpart I of title 5, United States Code, is amended by adding at the end the following: 10301. Notice of employment opportunities for Department of State and USAID positions .
