In this Act: The terms admitted and alien have the meanings given those terms in section 101 of the Immigration and Nationality Act ( 8 U.S.C. 1101 ). The term appropriate congressional committees means— the Committee on Armed Services of the Senate ; the Committee on Banking, Housing, and Urban Affairs of the Senate ; the Committee on Foreign Relations of the Senate ; the Committee on Homeland Security and Governmental Affairs of the Senate ; the Committee on the Judiciary of the Senate ; the Committee on Armed Services of the House of Representatives ; the Committee on Financial Services of the House of Representatives ; the Committee on Foreign Affairs of the House of Representatives ; the Committee on Homeland Security of the House of Representatives ; and the Committee on the Judiciary of the House of Representatives .
The term China means the People’s Republic of China. The term financial institution has the meaning given that term in section 5312 of title 31, United States Code. The term social credit system means a system proposed by the Government of China, scheduled to be implemented by 2020, that would aggregate data on every Chinese citizen and business from existing financial credit systems, mass surveillance, public records, online activity, and artificial intelligence to expand the notion of a financial credit score, potentially rewarding or punishing certain financial, social, religious, or political behaviors.
The term United States person means— a United States citizen or an alien lawfully admitted for permanent residence to the United States; or an entity organized under the laws of the United States or of any jurisdiction within the United States, including a foreign branch of such an entity.
