The Congress finds that— since 2016, communities and families across the United States have suffered over $300 billion in losses as a result of flooding; flooding disasters in the United States present a threat to people, property, and taxpayers; the National Flood Insurance Program
(NFIP)is a key component of the Federal Government’s efforts to minimize the damage and financial impact of floods; the NFIP is the principal provider of flood insurance in the United States, covering over 5 million households and businesses across the country; affordability of flood insurance coverage remains a serious concern; investment in mitigation is a cost-effective means of reducing risk; a policyholder’s ability to pay for flood insurance coverage should be considered for premium rate discounts; and in the absence of widespread private insurance industry participation, and as a matter of national policy, the Federal Government must ensure the availability and affordability of flood insurance.
