Any funds made available by this or any other Act that the Secretary withholds pursuant to section 1668(g)(2) of the Food, Agriculture, Conservation, and Trade Act of 1990 ( 7 U.S.C. 5921(g)(2) ), as amended, shall be available for grants for biotechnology risk assessment research: , That the Secretary may transfer such funds to appropriations of the Department of Agriculture.
