None of the funds made available by this Act may be used— to conduct or authorize any person to conduct geological or geophysical exploration for oil or gas, pursuant to section 11(a) of the Outer Continental Shelf Lands Act ( 43 U.S.C. 1340(a) ), in any area located in the Atlantic Region Outer Continental Shelf Planning Areas, as such planning areas are defined in the 2017–2022 Outer Continental Shelf Oil and Gas Proposed Final Program described in the notice entitled “Notice of Availability of the 2017–2022 Outer Continental Shelf Oil and Gas Leasing Proposed Final Program,” published by the Department of the Interior in the Federal Register on November 23, 2018 (81 Fed. Reg. 84,612); or to prepare or supplement an Environmental Impact Statement or Environmental Assessment, pursuant to the National Environmental Policy Act of 1969 ( 42 U.S.C. 4321 et seq.), and its associated regulations, for any such exploration.
