There is appropriated $3,000,000 to carry out the emergency and transitional pet shelter and housing assistance grant program established under section 12502(b) of the Agriculture Improvement Act of 2018 ( 34 U.S.C. 20127 ). The amount made available under the heading in title I for necessary expenses of the Office of the Secretary shall be reduced by $3,000,000, which shall be derived by reducing the amount provided under that heading for Departmental Administration by $3,000,000.
