Sec. 45001. Public health data system transformation

The Secretary of Health and Human Services (in this section referred to as the Secretary ) shall expand, enhance, and improve the capabilities of the Centers for Disease Control and Prevention relating to information technology, data, and data systems for preparing, detecting, and responding effectively to public health events. Activities that may be carried out under the preceding sentence include— optimizing public health data collection, transmission, exchange, analysis, and visualization; exchanging data among the Centers for Disease Control and Prevention, State, local, Tribal, and territorial public health departments, and health care providers; enhancing the interoperability of public health data systems including with health information technology; and expanding or enhancing the workforce and training of public health data systems and informatics personnel.
In carrying out paragraph (1), the Secretary shall consult with appropriate State and local health departments, health professionals, health information technology experts, and other appropriate public or private entities as determined appropriate by the Secretary to develop technical and reporting standards (including standards for interoperability) for public health data systems. The Secretary, acting through the Director of the Centers for Disease Control and Prevention, shall award grants to State, local, Tribal, and territorial public health departments that meet such criteria as the Director determines appropriate, for public health data systems, including systems for electronic case reporting.
The Secretary shall submit a report to the Committee on Energy and Commerce of the House of Representatives and the Committee on Health, Education, Labor, and Pensions of the Senate on the activities carried out under this section. To carry out this section, there is authorized to be appropriated $100,000,000 for each of fiscal years 2020 through 2024.
