Subject to subsection (b), funds appropriated by this Act under titles III through V shall be made available at not less than the amounts specifically designated in the respective tables included under such titles in the report accompanying this Act: Provided , That such designated amounts for foreign countries and international organizations shall serve as the amounts for such countries and international organizations transmitted to Congress in the report required by section 653(a) of the Foreign Assistance Act of 1961.
Unless otherwise provided for by this Act, the Secretary of State and the Administrator of the United States Agency for International Development, as applicable, may deviate by not more than 5 percent below the minimum amounts specifically designated in the respective tables included under titles III through V in the report accompanying this Act. For specifically designated amounts that are included, pursuant to subsection (a), in the report required by section 653(a) of the Foreign Assistance Act of 1961, deviations authorized by subsection
(b)may only take place after submission of such report. Subsections
(a)and
(b)shall not apply to funds for which the initial period of availability has expired. The authority in subsection
(b)to deviate below amounts designated in the respective tables included in the report accompanying this Act shall not apply to the table included under the heading Global Health Programs in such report. The Secretary of State and the USAID Administrator, as appropriate, shall submit the reports required, in the manner described, in the report accompanying this Act.
