Section 546 of the Carl Levin and Howard P. Buck McKeon National Defense Authorization Act for Fiscal Year 2015 ( 10 U.S.C. 1561 note) is amended— by amending paragraph
(2)of subsection
(c)to read as follows: For purposes of providing advice to the Secretary pursuant to this subsection, the Advisory Committee shall— review, on an ongoing basis, cases involving allegations of sexual misconduct described in paragraph (1); study the feasibility of incorporating restorative justice models into the Uniform Code of Military Justice; and review Rule for Courts-Martial 1001(c) (as set forth in the Manual for Courts-Martial, 2019 edition, or any successor rule) to determine whether, and to what extent, the interpretation of that rule by military courts— limits the ability of sexual assault victims to make statements during presentencing proceedings; and limits the content of such statements. ; and in subsection (f)(1), by striking five years and inserting ten years .
