Sec. 358. Pilot program on reduction of effects of military aviation noise on private residences

The Secretary of Defense shall carry out a five-year pilot program under which the commander of a military installation may provide funds for the purpose of installing noise insulation on private residences impacted by military aviation noise from the installation. To be eligible to receive funds under the pilot program, a recipient shall enter into an agreement with the commander to— provide at least 50 percent of the funds required to carry out the noise insulation; and ensure that the noise at any private residence where insulation is installed is reduced by at least 5 dB.
Funds provided under the pilot program shall be used for the installation of noise insulation at a residence— located within a Department of Defense noise contour between 65 dB day-night average sound level and 75 dB day-night average sound level as validated on a National Environmental Policy Act-compliant assessment within the past three years; and where interior noise has been measured at 45 dB day-night average sound level by the installation. In carrying out the pilot program under this section, a commander shall use the following goals and best practices:
Minimize cost in order to maximize number of homes served. Focus efforts on residences newly impacted by increased noise levels.
